Joe Clement reflects on the Intergovernmental Panel on Climate Change report saying we have a little over a decade to dramatically change every part of society to constrain global warming to 1.5 degrees Centigrade. Will a Green New Deal make a difference? Only, Joe argues, if it creates the conditions to dismantle the fossil fuel economy and its industrial consumers at the point of production. We also need to collectivize consumption in key parts of the remaining economy, and abolish the waste of disposable commodities. To fund these transformations, Joe agrees with Matt Huber that a tax policy that targets the rich *as a class* is better than one targets carbon or just a subset of industrial actors. But the only way we will get that is through confrontational mass movements.
